Like a car crash, a HUD complaint is the consequence of actions, behaviors and decisions that already occurred when an insurance carrier is notified of a complaint. Unlike a typical car crash, where the level of the “investigation” depends on the seriousness of the accident, the investigation that follows a notice of a HUD complaint is the same regardless of the nature of the alleged discrimination. The thorough investigation of every Fair Housing complaint generally uncovers comments and actions by board members and property managers which are innocent at the time, but which lose their innocence as they give the impression of a pattern or practice.
